"According to the Oil and Gas Journal (OGJ), Venezuela has 77.2 giga barrels of proven conventional oil reserves (80 years of future production), the largest of any country in the Western Hemisphere. In addition it has non-conventional oil deposits similar in size to Canada's - at 1,200 billion barrels approximately equal to the world's reserves of conventional oil. About 267 billion barrels of this may be producible at current prices using current technology. [5] Venezuela's Orinoco tar sands are less viscous than Canada's Athabasca oil sands – meaning they can be produced by more conventional means, but are buried deeper – meaning they cannot be extracted by surface mining. In an attempt to have these extra heavy oil reserves recognized by the international community, Venezuela has moved to add them to its conventional reserves to give nearly 350 billion barrels of total oil reserves. This would give it the largest oil reserves in the world, even ahead of Saudi Arabia. In October 2007 the Venezuelan government said its proven oil reserves have risen to 100 billion barrels. The ACC's duties included elaborating on the directives of the network, developing its clandestine capability, and organizing bases in Britain and the United States. In wartime, it was to plan stay-behind operations in conjunction with SHAPE. According to former CIA director William Colby, it was 'a major program'."[1]
The role of the CIA in sponsoring Gladio and the extent of its activities during the Cold War era, and its relationship to attacks perpetrated in Italy during the years of lead and other similar clandestine operations is the subject of ongoing debate and investigation. "The Gulf of Tonkin Incident was an alleged pair of attacks by naval forces of the Democratic Republic of Vietnam (commonly referred to as North Vietnam) against two American destroyers, the USS Maddox and the USS Turner Joy. Law-enforcement officials were told that terrorists were building a bomb that was eventually used to blow up the World Trade Center, and they planned to thwart the plotters by secretly substituting harmless powder for the explosives, an informer said after the blast.
The informer was to have helped the plotters build the bomb and supply the fake powder, but the plan was called off by an F.B.I. supervisor who had other ideas about how the informer, Emad Salem, should be used, the informer said.
The account, which is given in the transcript of hundreds of hours of tape recordings that Mr. Salem secretly made of his talks with law-enforcement agents, portrays the authorities as being in a far better position than previously known to foil the February 26th bombing of New York City's tallest towers."

"Now, what the memo talks about essentially is, first of all, the
effectiveness of their campaign against the constitutional amendments,
and it concedes that the amendment will be approved, but it does
mention the fact that they’ve reduced the margin of victory by six
percentage points. The second part is more interesting. It actually
mentions the fact that the US strategy is what they call a “pincer
operation.” That’s the name of the document itself. It’s—“pincer” is
“tenaza,” and it’s, first of all, to try to undermine the electoral
process, the vote itself, and then secondly, once the vote goes
through, if they are not able to stop the vote, is to engage in a
massive campaign calling fraud and rejecting the outcome that comes
from the election. So, on one hand, they’re calling a no vote, and on
the other hand, they’re denouncing the outcome if they lose.
Now, the other part that’s interesting about this document is what it
outlines as the immediate tasks in the last phase. And that includes
getting people out in the street, particularly the students. And
interestingly enough, there is a mixture here of extreme rightists and
some social democrats and even some ex-Maoists and Trotskyists."
